First off, it definitely feels like a particularly cold and gorgeous night in the North Pole. The color choice is appropriate; though lacking in variety, that tends to be the case with that much ice. I especially like the top portion with the lights because the contrast and texture works particularly well there, where the bottom portion is slightly lacking in both.
The technique is nostalgic, makes me want to draw out some old parameter sets and give them a nice tweaking with the new plugins and features of the new Apophysis. However, I think the trademark black lines of the stained glass are a bit too bold for the particular theme here. I think narrow and more intricate lines would work better to convey the icy atmosphere better.
Overall, I don't think this fractal is particularly unique in appereance and technique, but it does convey what its name promises the viewer and is thus quite effective. Also, I think it carries your trademark with the ability to manage hot spots particularly well.
